Overview

Senior Field Mechanical Engineer - PFE at Bechtel Corporation. Represents the Royal Commission (RC) to ensure the safety and quality of the project, review Contractor submittals, and coordinate with RC Engineering and the Contractor to resolve technical issues.

• Read and interpret contract documents and construction plans related to site development construction.
• Review Contractors submittals, work method statements, safety plans, quality plans and traffic control plans for compliance with RC requirements.
• Provide daily safety and quality inspections of the Contractors’ physical works related to site development construction and enforce compliance.
• Review and approve the contractor’s monthly pay invoices.

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

The Senior Field Mechanical Engineer (SFME) represents the Royal Commission, the owner, to ensure the safety and quality of the project are met. This work is accomplished by SFME’s review of the Contractors submittals for materials, work plans, safety plans, quality plans, procurement plans and RFIs for ongoing work activities. Provides an interface between RC Engineering and the Contractor to resolve technical issues. The SFME shall assist the Contractor in the writing and review of Technical Queries. Coordinates with survey teams to ensure work is constructed in compliance with project drawings and specifications. Coordinates with the Contractor to document all Mechanical field activities and performs regular inspections to check progress, quality and safety of the projects. The SFME shall work closely with the Resident Engineers to ensure the safety and quality standards of the project are met and provide an interface between RC Engineering and the Contractor/Subcontractors to resolve technical issues.

• Provide guidance and recommendations for solutions to material failures or site execution problems and product enhancements based on design objectives.
• Assist contractors to identify defects, raise non-conformance reports and follow through to identify correction procedures to close out.
• Monitor area handover processes and punch list walk downs.
• Support quality tools (ITP, MS, QAN/NCR, Lesson Learned, REAL Card, PBS & PBQ).
• Provide guidance and technical advice to the contractor and field engineers to improve the quality of works.

• Conduct SMQE PFE-QE Quality & ESH audit/walk down for contracts and prepare QANs and technical progress reports, inspection reports and investigation reports.
• Conduct quality audits for concrete crusher plant, batch plant, asphalt plant, precast factory and Laboratory and prepare corresponding reports.
• Conduct technical site investigations, root cause analysis, interpret test results and prepare comprehensive reports.

• Review and approve technical submittals, shop drawings, as-built drawings, traffic control plans and design packages drawings for compliance with RC requirements.
• Familiar with ASTM and other standard specifications.
• Check and review Technical Submittals TS, TQ, FCD, QAN, NCR, Punch list, IA, FA.
• Check and review contractor’s monthly quality control report and develop dashboard and metrics to measure quality report effectiveness.

• Conduct training workshops for ILT/Virtual ILT and Civil/Architectural/Structural discipline.
• Provide hands-on training for mechanical discipline.
