QA/QC Engineer – Overhead Transmission Lines (OHTL) & Substation Projects | KSA / UAE

Eligibility Criteria:

• Bachelor's Degree in Engineering (Civil / Electrical / Mechanical)
• ISO 9001:2015 Certification (Internal Auditor – Preferred)
• 5 to 10 years of proven experience in QA/QC roles
• Hands-on experience in Execution of Overhead Transmission Lines (220kV / 400kV / 765kV) or Substation Projects
• Valid passport with at least 9 months of validity
• Strong communication skills in English (both spoken and written)

Roles and Responsibilities:

• Implement and monitor QA/QC systems, procedures, and plans at the project site
• Carry out QA/QC activities during execution of OHTL or Substation works including foundation , tower erection , and stringing
• Conduct inspections of incoming materials and on-site activities to ensure compliance with technical specifications and project requirements
• Coordinate with clients and consultants on all quality-related matters
• Prepare and maintain all QA/QC documentation such as ITPs, checklists, method statements, NCRs, and quality reports
• Oversee and verify material testing; review and approve related test reports
• Lead internal quality audits and ensure timely updates of all QA/QC records
• Identify, report, and assist in the resolution of non-conformance in collaboration with site teams
• Support the construction team in implementing and maintaining project quality and safety standards

Our latest opportunity is for a QA/QC Engineer to join our team based in Madinah, Saudi Arabia.

We envision success in this role to include:

• Assessing Inspection Requests (IRs) submitted by the contractor and taking appropriate action promptly
• Possessing strong knowledge of precast concrete fabrication processes, including testing, inspections, and quality standards
• Conducting material tests, dimensional checks, and inspecting precast components for compliance with design specifications
• Reviewing shop drawings against contract drawings, specifications, local codes, statutory requirements, and international best practices
• Reporting non-compliance issues to stakeholders for appropriate action
• Familiarity with international quality standards and building codes related to precast concrete (e.g., ASTM, BS, ACI)
• Developing and implementing quality control plans and procedures specific to precast construction
• Monitoring work quality and site safety, including health and environmental considerations, ensuring compliance with contractual and QCS specifications
• Maintaining records of daily site activities, including progress photos, for inspection purposes
• Preparing surveillance and non-conformance reports as needed
• Ensuring effective coordination between disciplines and resolving discipline-related issues on site

To succeed, you should have approximately 8 years of work experience and a Diploma or Bachelor’s degree in an Engineering discipline.

The QA/QC Manager shall have demonstrated knowledge and training in the ISO-9000 series international standards. He shall be able to exercise judgment against the criteria of the standards. He shall have a University Degree or equivalent with a minimum of 10 years of experience in Quality Assurance system activities, of which five (5) years must be in managing quality systems relating to the contract scope of work (oil, gas, petrochemical projects, infrastructure, communication).

Responsibilities include:

1. Day-to-day management of the Resident QA/QC Manager’s activities.
2. Participation in pre-construction activities, such as schedule development, estimate development, procurement support, development of QA/QC procedures, and key personnel selection.
3. Leading site Quality Assurance/Quality Control activities.
4. Interfacing with Operations, clients, and corporate Quality Assurance/Control staff to ensure quality objectives are met.
5. Site control of the implementation of the ASME and regulatory Quality control system.
6. Implementing project QA/control programs at the site.
7. Reviewing and forwarding all special procedures such as Welding and NDE.
8. Developing special Quality Assurance and Quality Control procedures.
9. Providing technical and administrative directions to the field staff.
10. Responsible for performance appraisals, goal setting, training, and quality of those functions under their leadership.
11. Coordinating inspection and test groups.
12. Supervising and managing QA/QC activities in the country to ensure the project Quality Assurance and Quality Control functions support the construction effort in accordance with the schedule and in compliance with project objectives, schedules, specifications, procedures, plans, requirements, and directives.
13. Supervising and auditing subcontractor Quality control.
14. Supervising and auditing internal aspects of environmental safety, material handling and storage, document control, and quality programs.
15. Directing others in the preparation of various weekly, monthly, annual, and job reports.
16. Ensuring client responses and reporting are prompt, accurate, and professional in all forms, verbal and/or written.
