Overview:

To lead and manage all engineering, maintenance, and technical operations for Al Qadsiah Club’s facilities and infrastructure. The role ensures that the club’s stadium, training grounds, buildings, and mechanical systems operate at the highest standards to support players, staff, and fans.

Key Responsibilities:

Strategic & Operational Leadership

•Develop and implement engineering strategies and long-term maintenance plans for all club facilities.

•Manage engineering operations to ensure safety, functionality, efficiency, and compliance with local regulations.

•Oversee the planning and execution of infrastructure improvement projects, renovations, and new constructions.

•Lead sustainability initiatives, energy management, and environmental compliance.

Facilities Management & Maintenance

•Ensure all mechanical, electrical, HVAC, plumbing, and building systems are maintained and operating efficiently.

•Supervise preventive and corrective maintenance schedules.

•Conduct regular inspections of all facilities and manage service contracts with external vendors.

Project Management

Health & Safety

Team Leadership

•Lead, mentor, and manage the engineering team, including maintenance technicians and contractors.

Qualifications:

•Bachelor’s degree in Civil, Mechanical, Electrical, or Facilities Engineering; Master’s preferred.

•Minimum 10 years of engineering and facilities management experience, including at least 5 years in a leadership role.

•Proven track record in managing complex facilities, preferably in sports, entertainment, or large commercial environments.

•Strong knowledge of building systems, construction methods, maintenance practices, and project management.

•Familiarity with health, safety, and environmental regulations in Saudi Arabia.

•Excellent leadership, communication, and problem-solving skills.

•Strong financial and budget management capabilities.

•Fluent in English; Arabic is an advantage.

About The Opportunity:

The Engineering Manager plays a critical role in supporting the technical oversight of all engineering activities under the TSP contract on behalf of our client. This includes leading the multi-disciplinary coordination of design reviews, managing the assurance of design compliance, and ensuring constructability, integration, and alignment with contractual and regulatory obligations. The role involves working closely with the Design & Build contractor, client engineers, and internal assurance teams to identify and mitigate risks early in the design lifecycle. The Engineering Manager is also responsible for maintaining the technical integrity of the programme, ensuring that engineering outputs are of high quality, and that they support a smooth transition into construction, testing, and commissioning phases. Key Responsibilities:

  • Support the safe, on-time, and high-quality delivery of infrastructure works.

  • Collaborate with contractors, consultants, and internal engineering teams.

  • Ensure technical compliance with drawings, specifications, and standards.

  • Review submittals, RFIs, method statements, and test plans as applicable.

  • Participate in inspections, reviews, and quality/safety audits.

  • Report progress, issues, and risks to the project leadership team.

Here’s What You’ll Need:

  • Bachelor’s degree in a relevant discipline (Engineering, Architecture, or HSE depending on role).

  • 5–10 years of experience in infrastructure or secure projects.

  • Familiar with Saudi regulations and international standards.

  • Strong communication and stakeholder coordination skills.

  • Experience with secure site protocols is a plus.

  • Demonstrated experience in supporting technical oversight, design review, or quality control on government or defence-related projects.

  • Ability to interpret technical drawings, specifications, and contractual requirements.

  • Experience working with or alongside Design & Build contractors is highly desirable.

  • Strong understanding of compliance requirements in secure or regulated environments.

  • Fluent in English; Arabic language skills are an advantage.

The Engineering Manager is responsible for the development, preparation and management of the project engineering documentation required to successfully deliver all engineering activities within their assigned project to ensure appropriate, fully functional and project compliant engineering outcomes. Initial assigned projects will include a selection of neighbourhoods in Phase 1 of THE LINE.

The Engineering Manager will ensure the development of effective strategies, engineering management plans, engineering activities schedule (including critical and strategic milestones), risk identification and mitigation plans, resource strategy, forecast resource plans, stakeholder management plan, communication plan, report preparation & presentation and compliance with applicable Neom standards & practices reporting plan.

The Engineering Manager is accountable for managing their team of permanent and or temporary staff including any assigned resources, discipline engineers, subject matter experts, secondees and consultants in order to deliver the agreed engineering milestones and outcomes.

The Engineering Manager, on a day-to-day basis, will report to their assigned Project Manager/Director on project related matters and will provide all necessary work output, support, guidance, and advice as may be required or requested by the Project Manager/Director. In addition, the Senior Manager – Engineering Management will report to the Director of Engineering Management on matters of strategic and or critical engineering importance, general project status and project progress updates of material concern and on matters of leave and pay.

In addition, the Engineering Manager will work closely with the relevant NEOM sectors and stakeholders to ensure the correct engineering outcomes are communicated, managed, and delivered.

It is incumbent on the Engineering Manager to undertake their duties in a professional and diligent matter, always taking due care to support the required outcomes and objectives. This includes undertaking all work activities, in a timely manner, to effectively support project timelines and formal instructions.

Responsibilities

  • Identify, develop, implement and manage the engineering strategies, engineering management plan, engineering deliverables schedule, risk management plan, stakeholder management plan, communication plan, reporting plan, needed to meet the requirements of the project.
  • Providing engineering work output, expertise and guidance to ensure project engineering outcomes are effectively delivered in support of the Project Manager/Director
  • Ensure compliance with relevant Neom codes, standards and practices.
  • Collaborate with stakeholders, cross-functional teams, including project managers, architects, consultants, and contractors, to achieve the projects outcomes and objectives.
  • Drive project engineering success, foster innovation, and ensure fit-for-purpose engineering solutions are identified and delivered.
  • Monitoring and report the progress of all engineering activities in relation to the project in accordance with management requirements.
  • Prepare scopes of work, evaluate technical proposals for related engineering services or construction works.
  • Provide all necessary engineering support.

Key Accountabilities

  • Manage team performance and project outcomes.
  • Assure engineering outcomes aligned to project objectives.
  • Plan and oversee the execution of projects engineering activities in order to meet timelines, budget, and quality including applicable standards.
  • Strategic risk management for the area they are responsible for.

Qualifications

  • Over 20 years of engineering experience, with at least 5 years senior/director engineering experience. 6 years of experience gained in Engineering Project Management or equivalent leadership roles.
  • Bachelor’s degree in Construction Management, Master Planning, Engineering, or equivalent qualification.

Essential Skills

  • Proven track record of leading engineering office for a major contractor, consultant and/or developer delivering significant work.
  • Ability to analyze and resolve complex issues, both logical and interpersonal.
  • Ability to negotiate efficiently and effectively.
  • Strong leadership skills and experience in managing and coordinating multiple teams across the various stages of a project’s lifecycle.
  • Ability to be a team player that motivates and educates other team members and comprehends complex, technical subjects.
  • Excellent verbal and written communication skills and the ability to effectively interact with a diverse group of individuals.
  • Excellent knowledge of, and conversant with, development of concept strategies, development programs and business cases for large building projects.
  • Ability to work in a high-pressure environment.
