Program Manager Pay Rate: $19.00-$23.00 (based on education and experience)

You’ll drive the mission by:

Support operational efficiency by keeping site documents and licensing standards up to date. Overview

GovCIO is currently hiring for Program Manager. This position will be located in Saudi Arabia and will be an onsite position.

Responsibilities

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

  • Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines.

  • Maintains aggressive efforts to achieve objectives.

  • Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.

  • Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.

  • Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.

Qualifications

Bachelor's with 8-12 years (or commensurate experience)

Required Skills and Experience

  • Clearance Required: Secret

  • Bachelors (in technical field)

  • Seven+ (7) years of experience successfully managing large teams (e.g., 20+ person). Five+ (5) years of this experience in direct support to a program office (PMW) or similar organization with the United States Department of the Navy (DoN).

  • Knowledge of Foreign Military Sales (FMS) processes and procedures, as identified as part of the work experience listed.

  • Experience interacting with foreign senior military/government officials.

  • Experience managing teams in multiple geographic areas, including Outside the Continental United States (OCONUS) locations.

  • Experience working with United States Government (USG) military/government officials (e.g., Program Managers, GS-15 civilians, O-6 field grade officers) and foreign senior military/government officials.

  • Experience managing foreign travel/relocation arrangements and approval (e.g., visas, insurance, and hazard pay).

  • Experience developing and maintaining Integrated Master Schedules (IMS) and the ability to present the IMS in multiple formats, including Microsoft (MS) Project and MS PowerPoint (or similar software).

  • Ability to effectively communicate orally and in writing with Flag Officer level personnel regarding technical and programmatic issues.

Preferred Skills and Experience:

  • Two+ (2) years of experience managing large-scale programs for FMS/security cooperation services valued at $10M+/year.

  • Five+ (5) years o f experience as an engineer supporting Command, Control, Communications, Computers and Intelligence (C4I) systems such as Global Command and Control System (GCCS), Naval Modular Automated Communications System (NAVMACS), High Frequency (HF), Ultra High Frequency (UHF), and Very High Frequency (VHF) Radios and Antennas, Tactical Data Links (Link-11, 16, 22), Combined Enterprise Regional Information ExchangeSystem (CENTRIXS), Network Communications, Satellite Communication (SATCOM), AirDefense Systems Integrator (ADSI), or Visit, Boarding, Search, and Seizure ꞏ (VBSS).

  • Experience with the Naval Information Warfare Systems Command (NAVWAR) organization and its products/services.

  • Experience with successfully recruiting staff and retaining personnel.

  • Program Management Professional (PMP), Defense Acquisition Workforce Improvement Act (DAWIA) Level III in Program Management or similar certifications.

We are looking for a Program Manager who will lead programs of work or several unrelated projects, oversee Project Managers and delivery teams executing these projects. You will support the Project Managers in delivering full lifecycle digital transformation projects from inception to implementation using agile methodologies. Program Manager – Incubator/Accelerator (KSA-Based)

Are you passionate about startups and innovation? Do you have a strong understanding of the entrepreneurship ecosystem in Saudi Arabia and an active network with corporate partners?

We’re looking for a dynamic Program Manager to lead our incubator and accelerator programs , drive partnerships, and deliver high-impact outcomes for startups and corporate clients alike.

Key Responsibilities:

  • Design & manage incubator/accelerator programs from selection to graduation
  • Engage with startups : mentor, guide, and connect them with investors, mentors, and ecosystem stakeholders
  • Build corporate partnerships : market our services, co-create innovation initiatives, and secure program sponsorships or collaborations
  • Lead outreach efforts, partnerships, and thought leadership within the local ecosystem
  • Ensure alignment with Vision 2030 goals and national entrepreneurship initiatives

Requirements:

  • 5+ years in startup programs, innovation hubs, or business development in KSA
  • Deep understanding of the Saudi startup and innovation ecosystem
  • Strong network with corporate clients and ecosystem enablers
  • Excellent communication and stakeholder management skills
  • Fluency in English and Arabic is a strong advantage
  • Bilingual Preferred (Arabic & English)

We’re Hiring: Cybersecurity Program Manager

We’re looking for an experienced Cybersecurity Program Manager to lead and coordinate cybersecurity initiatives for clients in the dairy and food manufacturing industry .

In this role, you’ll manage multiple concurrent cybersecurity projects across IT, OT, and IoT domains—ensuring alignment with risk, compliance, and business continuity requirements. You’ll serve as the key point of contact between internal teams, clients, and vendors, helping build long-term resilience and audit readiness.

Key Responsibilities

  • Lead the delivery of cybersecurity programs across 10–15 projects in manufacturing environments.
  • Align GRC, data privacy, business Risk Management and business continuity strategies with technical implementation.
  • Manage interdependencies, track milestones, and report to executive stakeholders.
  • Oversee vendor performance and ensure SLAs/KPIs are met.

What We’re Looking For

  • 10+ years of experience in cybersecurity program or project management.
  • Strong background in the dairy, food, or manufacturing sectors .
  • Experience with ISO 27001, NIST, data privacy, and OT/IT integration.
  • PMP, CISSP, CISM, or similar certifications preferred.
  • Candidates currently based in Saudi Arabia are strongly preferred.

Role overview:

We are seeking an outcome-focused Technical Program Manager to work directly with the CTO, leading the execution of complex, cross-functional initiatives within the technology organization. This role will manage end-to-end delivery of programs, align stakeholders, and ensure progress across multiple workstreams. The ideal candidate will have:

  • A strong background in technical program management.
  • Experience working within a high-volume online transactional environment.
  • Exceptional coordination skills within a product and platform-oriented environment.
  • Strong stakeholder management skills, both internal and external (clients).
  • The ability to drive clarity and outcomes in dynamic environments and track benefits.
  • Strong financial control and governance skills.

Key Responsibilities:

  • Own the planning, execution, and delivery of large-scale technical programs across engineering, product, and operations teams.
  • Translate high-level strategies into actionable program plans with clear milestones, owners, and deliverables.
  • Identify, track, and mitigate risks and issues across all projects.
  • Ensure effective communication across teams, surfacing key decisions, blockers, and timelines to stakeholders.
  • Establish and maintain program dashboards, reporting frameworks, and operating rhythms for full visibility on execution.
  • Facilitate resource allocation, dependency mapping, and conflict resolution across initiatives.
  • Continuously improve program delivery processes to boost efficiency and alignment.
  • Ensure programs align with the company’s strategic objectives by supporting the technology leadership in setting priorities, tracking progress, and focusing on outcomes.

Minimum Requirements:

  • Bachelor’s degree in Computer Science, Engineering, Business, or a related field. MBA or PMP certification is a plus.
  • Experience in technical roles such as engineering, QA, product management, or business analysis is highly desirable.
  • 5+ years of program management experience in a fast-paced, tech-driven environment.
  • Proven track record of delivering complex projects involving multiple teams and stakeholders.
  • Strong analytical, organizational, and communication skills.
  • Ability to influence without authority and drive alignment across teams.
  • Familiarity with software development life cycles, agile methodologies, and technical concepts.
  • Experience with tools like Jira, Confluence, or similar project management platforms.
