About the Role

We are looking for a detail-oriented, analytical Accountant Receivables Specialist, who will be responsible for ensuring that accounts are properly billed and that payments are collected on time.

- Management of the general ledger, accounts payable, accounts receivable and all other accounting requirements, in compliance with Group Accounting policies and procedures
- Provide reliable, quality and timely statutory and management reporting
- Assure the effectiveness of the collection, expenses, inventory evaluation and purchasing (PR/PO) processes
- Guarantee consistency between the bank statement and G/L bank account
- Manage local tax filling and local fiscal and statutory requirements
- Assure legal and tax local compliance alongside the Finance Manager
- Provide training, coordination and guidance to the finance and local management teams
- Ensuring proper accruals and bookings are set in place in timely manner and adhering with the closing activities

Key Responsibilities

  • Optimize external debt placement, including through the use of Preferred Funding Entities.
  • Optimize Intra Group capital placement through Preferred Lending Entities.
  • Provide input towards In-House Bank for cash pooling and payment factory.
  • Apply your experience in global financial risk management towards operational needs.
  • Provide insight with Global supply chain financing arrangements and group Treasury governance and organization requirements.

Minimum Requirements

  • Candidates will be based onsite with the client in Saudi Arabia.
  • As the successful candidate, you will hold a Bachelor’s degree in Finance, Accounting, Business or a related field from a recognized and approved program. Additional certifications such as a CTP, CFA, CMA, or a CPC is beneficial.
  • You will have extensive experience in a variety of treasury roles and can demonstrate a wealth of experience as a treasurer.

**Job Purpose**

As part of the Global Reporting & Accounting Advisory team, it is our mission to be a trusted advisor and business partner that supports quality decision-making, financial reporting by thinking in solutions in compliance with prevailing laws and legislations. As a (Sr.) Specialist you will work with stakeholders and play a key role in:

- Accountable for setting policies, provide guidance and best practices to ensure effective, efficient and compliant accounting
- Provide advice to stakeholders for (technical) accounting matters, using in-depth accounting expertise;
- Ensuring compliance with external reporting requirements, mainly IFRS compliant external reporting

**JOB KEY ACCOUNTABILITIES**
Acting as custodian for SABIC’s global accounting policies, support or manage implementation and ensure a compliance review framework
- Providing timely and clear guidance on the accounting implications of business decisions or strategic initiatives
- Assess the impact of new or proposed changes to IFRS and identify the actions required internally to comply with them. Where necessary act as advocate on behalf of SABIC with the standard setters or other governance bodies to achieve a practical and workable accounting policy
- Developing and implementing a training strategy to support SABIC's financial reporting community and other stakeholders.
- Delivering training through various mediums to address the needs of different audiences and learning preferences (such as e-learning, guides to best practice and live meetings)
- Exclusive responsibility for developing and implementing an accounting and reporting knowledge management strategy to deliver ongoing support to SABIC's finance community

**MINIMUM EDUCATION/EXPERIENCE REQUIREMENTS**
- Master or Bachelor degree in auditing or accounting.
- 10+ years of Big 4 experience as (financial) auditor/accountant or consultant.
- Professional qualification of CPA
- Expertise knowledge of standard accounting practices, solid knowledge in IFRS (IFRS 9, IAS 19, IAS 36, IFRS 16 or IFRS 15)
- Experience in a petrochemicals or industrial organizations is highly preferable.

PURPOSE OF WORK:

To assist and advise the General Manager F&A and CFO in all high level tasks, including technical accounting matters and white papers, handling audit issues, advisory role for income and withholding tax, placement of refinery insurance program, overall administration of Enterprise Risk Management as well as other financial and compliance matters.

REGULAR ASSIGNED DUTIES:

  • Responsible for managing the overall insurance program for the company and obtaining management approval thereon, including planning, evaluating, and negotiating with insurance agents and coordination with SHs risk management team.
  • Focal point for coordination with insurance broker and monitoring insurance claims and collection of proceeds from insurers.
  • Assist and advise the General Manager F&A and others in income tax and other compliance matters.
  • Coordinate, review and ensure timely submission of Transfer Pricing filing with the ZATCA.
  • Responsible for overall administration and implementation of Enterprise Risk Management program at Samref.
  • Host ERM stewardship meeting with executive management and all risk champions to revisit Top Risks register and update accordingly.
  • Assist in developing, reviewing and updating accounting policy and procedures.
  • Perform review of annual audited financial statements and coordinate all audits.
  • Assist and advise the General Manager F&A in closing all type of field audit memos (SHs audit, external audit, internal audit) and continue performing self assessment to the closed audit items.
  • Assist and advise as required, in financial reviews, analysis, and long-term projections relative to financial assumptions for management decision making.
  • Recommend cost-saving and revenue enhancing opportunities in areas of Finance & Accounting General Manager’s responsibilities.
  • Assist the General Manager F&A in the hiring and development of the new PDEs in Finance and Accounting Department.
  • Perform any other task assigned by General Manager F&A and CFO.

EDUCATION:

Bachelor degree in Accounting.

Finance & Accounting professional qualification ( CPA / ACCA / CMA / SOCPA ).

EXPERIENCE:

Minimum 12 years in Insurance, Taxation, Audit , ERM , and Technical Accounting IFRS. With minimum 3-4 years of managerial experience in Big4 accounting firm or/and Oil & Gas Industry / Oil Refinery.
