Project Brief

This PMO initiative supports the delivery of a multi-year, multi-billion-riyal capital development programme aligned with national aviation objectives. Operating as an integrated consultancy–client team, the PMO provides strategic oversight, governance, and operational support to ensure that all projects across the national airport portfolio are delivered on time, within budget, and to the highest quality standards.

The programme encompasses portfolio management, project controls, engineering standardization, construction assurance, asset management, and governance functions, with direct engagement across multiple Operating Companies (OpCos).

Role Purpose

Lead the Project Controls function within a high-profile national aviation PMO, overseeing cost, schedule, reporting, risk, and change control across a multi-billion SAR portfolio. The PMO team consists of 45 professionals across six workstreams; this role will directly manage a team of 16 Project Controls specialists while coordinating closely with other Workstream Heads to ensure integration, alignment, and follow-up on cross-workstream initiatives.

The Head of Project Controls will also be responsible for reporting on the PMO project’s own performance and ensuring that all deliverables meet the highest standards of quality and consistency.

Key Responsibilities

  • Provide strategic leadership for the Integrated Project Controls Framework across all portfolio projects.
  • Direct and mentor a 16-member team, covering cost management, scheduling, risk management, contracts, document control, and portfolio / program / project reporting.
  • Coordinate with other PMO Workstreams (Strategic Planning, Asset Management, Technical & Engineering, Construction Assurance, Governance & Excellence) to ensure integrated planning, data sharing, and task follow-up.
  • Oversee portfolio-level cost, schedule, and performance monitoring, ensuring alignment with business cases and strategic objectives.
  • Review and approve major deliverables including business cases, variation orders, schedules, and progress reports.
  • Lead the preparation of high-quality executive dashboards and reports for senior leadership.
  • Ensure adherence to best practices, international standards, and PMO governance requirements.
  • Drive continuous improvement, lessons learned, and process optimization within the Project Controls discipline.
  • Report on PMO project progress, risks, and resource utilization to senior stakeholders.
  • Serve as the main liaison between the PMO and all Subsidiaries and their PMC for project controls, ensuring consistent implementation of the Integrated Project Controls Framework.
  • Lead the development and deployment of the Project Management Information System (PMIS), ensuring it serves as the central platform for cost, schedule, risk, quality, safety, asset management, and performance data across all OpCos. Drive the evaluation and integration of emerging project controls technologies (e.g., AI-based forecasting tools, advanced analytics, real-time dashboards, digital twin solutions) to enhance predictive capabilities, operational efficiency, and transparency.
  • Coordinate closely with other Workstream Heads to ensure integration, alignment, and follow-up on cross-workstream initiatives, and be responsible for reporting on the PMO project’s own performance.

Qualifications

Requirements

  • Bachelor’s degree in Engineering or related discipline from an accredited university.
  • 15+ years of experience in Project Controls (cost and schedule) on large-scale infrastructure projects, with 20+ years preferred.
  • Proven track record in leading large multi-disciplinary project controls teams on complex projects or portfolios.
  • Strong knowledge of cost engineering, estimating, planning, scheduling, and project performance analysis.
  • Working knowledge of engineering, procurement, contracts, construction, and project start-up processes.
  • Experience in portfolio management, Project Management Information System & Tools.
  • Demonstrated leadership, team management, and stakeholder coordination skills.
  • Exceptional communication and reporting skills in English; Arabic proficiency is an advantage.
  • KSA or GCC aviation / infrastructure project experience preferred.

  • Oversee the tracking, and reporting of GHG emissions using standardized protocols (e.g., IPCC guidelines or ISO 14064).

  • Promote projects focused on reducing carbon emissions, such as energy efficiency improvements, renewable energy integration, and industrial carbon capture.

  • Lead strategies to minimize, reuse, and recycle industrial waste, incorporating waste-to-energy or waste valorization solutions.

  • Advocate for resource efficiency, material reuse, and circular economy principles within industrial processes to reduce waste and emissions.

  • Track key performance indicators related to emissions reductions, waste management, and greenhouse gas reduction projects, ensuring continuous progress.

  • Assist in the development of environmental policies, standards, and guidelines that promote carbon reduction within the industrial sector.

  • Work closely with industrial entities, government bodies, and environmental organizations to foster cooperative emission reduction efforts.

What Required Skills You'll Bring:

  • Bachelor's degree in Sustainability, Environmental Science, Environmental Engineering, or a related field from a recongnised western university.

  • Minimum of 12 years of experience working in GHG management, sustainability consulting, or emissions reduction.

  • Establish and maintain partnerships with offshore internal stakeholders, Compliance and Technology teams to maximize efficiencies and ensure consistency.
  • Coordinate and participate in improvement projects and User Acceptance Testing.
  • Represent the team in Audit and with Committees.
  • Consistently review processes and uphold strong controls by establishing clear Standard Operating Procedures.
  • Work with Business resiliency manager to ensure a robust Business Continuity plan.

Required Qualifications, Capabilities, And Skills

  • Must have a Bachelor's degree
  • 0+ years of experience in in Swift Settlement and Banking Operations gained from international financial institutions.
  • 0+ years of experience in User acceptance testing and Project management
  • Excellent verbal and written communication skills in English and Arabic are a must
  • Strong proficiency in MS Office (Outlook/Word/Excel/PowerPoint)

Preferred Qualifications, Capabilities, And Skills

  • Experience in Sanctions screening, Client list screening, OFAC, local Saudi list.
  • Hardworking, dedicated and detail oriented with the ability to learn in a fast-paced environment.
  • Having knowledge about SWIFT, and wired payment.
  • Precise and focused at work, complying with the JP Morgan Chase standards and controls
  • Good understanding of risk and control and have experience in liaison with auditors or regulators.
  • Must have a proactive attitude and the ability to multi-task.
  • Strong analytical and investigative skills.
  • Highly organized and detail-oriented with the ability to work under pressure and high volume environment within tight deadlines and transactions cutoff timings.
  • Able to handle and manage a monthly and quarterly reports of different time sensitive matters simultaneously.

ABOUT THE OPPORTUNITY

We are looking for a Junior Geotechnical Engineer to join our team in Riyadh and contribute to the development of large international projects. You will be integrated into the Geotechnics and Tunnels division of the civil area with experience in Geotechnical Studies . You will become part of a team of professionals passionate about overcoming challenges, innovation, technology, and excellence, with a strong commitment to ensuring the personal and professional well-being of its employees.

Responsibilities

You will join the Geotechnical Civil team, involved in various international projects. The main tasks will include:

  • Development of geotechnical parametrization and interpretation.
  • Development of stability analysis calculations.
  • Study and calculation of foundations, settlement, pile, and ground treatment calculations.

ABOUT YOU

  • You have completed a BSc in Civil Engineering. A MSc in Civil Engineering from a recognized university is desirable.
  • You have a minimum of 2 years of related experience in geotechnics. The ideal candidate will demonstrate a well-developed understanding of geotechnics and foundation calculations.
  • You possess latest knowledge of internationally recognized geotechnical software, such as RocScience packages (Slide, Settle 3D) and PLAXIS 2D and 3D.
  • You have an advanced level of English and native-level Arabic proficiency.
  • Basic knowledge of Spanish is a plus.
  • You have report writing skills, social skills, good communication, teamwork, problem-solving abilities, autonomy, flexibility, and technical rigor.
  • You are based in Riyadh and willing to undertake business trips.
  • You hold a valid SCE membership with classification matching your years of experience.
  • You are willing to travel within and outside the kingdom.

Desirable requirements

  • Minimum “Engineer” level membership in the Saudi Council of Engineers.
  • An IELTS score of 5.5+ or equivalent is a plus.
  • Knowledge of BIM tools and/or BIM methodology is a plus.
