Full Job Description

Minimum Required Qualifications:

Specialty: Testing and Commissioning Engineer

Education:

1. Bachelor’s degree in mechanical engineering or related field to his or her specialty
2. Master’s degree in mechanical, or related field to his or her specialty (preferred)

Training: Understanding of International Code and references (ASME, ASTM, ACI, BSI…). OSHA Plan, ISO-9001 preferred or T&C certificate or training

Technical knowledge:

1. T&C Engineer should have knowledge of all types of T&C documents, including commissioning plan, checklists, forms (for pre-commissioning & commissioning for all Electrical systems), method statements, RACI matrices.
2. T&C Engineer has to ensure that all executed test and commissioning tasks are according to the test plan and test procedures provided by the supplier or manufacturer recommendation.
3. T&C engineers should document all faults, troubleshooting and findings. Any defects or deviations from the specification shall be documented and data should be secure.
4. T&C engineers should have good knowledge of Plumbing and Drainage system.
5. T&C engineers should have good knowledge of Potable water System.
6. T&C engineers should have good knowledge of Sewerage Vacuum System.
7. T&C engineers should have good knowledge of Pumps testing and commissioning.
8. T&C engineers should have good knowledge of Sanitary-ware fixtures.
9. T&C engineers should have good knowledge of Waste management systems.
10. Assist site management in the application of the co-occupancy policy when employees are working on at the time of testing and commissioning on project.
11. Ensure fall protection provisions are considered when testing & commissioning is performed.
12. Verify, during the programming and T&C phases of a project that the procedures for T&C are included and consistent with this guideline as well as current codes and local standards.

15+ years proven experience in Testing and Commissioning quality activities.

10+ years in construction or project T&C related position.

1. Ensure that contractor performs proper trainings before starting testing and commissioning to meet current training requirements and have the necessary skills.
2. Understand the scope and hazards associated with the T&C work to be performed.
3. Engineer shall inspect and monitor the area in relation to the T&C Control; escalate non-compliance and violation of scope, codes, and standards; reviews Project Quality Documents and performs other tasks in relation to Projects Quality in the area of his or her specialty.
4. Review of T&C plan contractual requirements (technical standards, specifications).
5. Before T&C activity, engineer has to review the schedule plans and the relevant procedures, review and validation of inspection assignment documentation (technical aspects, reference documentation, schedules, drawings, milestones, reporting, logistics, coordination procedure).
6. Ensure that at the time of T&C a prompt rescue is planned for and resourced for all work when the high risk.
7. Stop any work that is being performed in an unsafe manner.
